The directive 2010/31/EU of the European parliament and of the Council on the energy performance of buildings promotes the improvement of the energy performance of buildings within the Union, taking into account outdoor climatic and local conditions, as well as indoor climate requirements and cost-effectiveness. The energy performance of buildings is calculated on the basis of a methodology, which is differentiated at national and regional level. That includes, in addition to thermal characteristics, other factors that play an increasingly important role such as heating and air-conditioning installations, application of energy from renewable sources, passive heating and cooling elements, shading, indoor air-quality, adequate natural light and design of the building. The methodology for calculating energy performance is based not only on the season in which heating is required, but covers the annual energy performance of a building. A common approach to the energy performance certification of buildings and to the inspection of heating and air-conditioning systems, carried out by qualified and accredited experts, contributes to energy saving in the buildings sector and introduces transparency for prospective owners or users with regard to energy performance. Based on the directive 2012/27/EU of the European parliament and of the Council on energy efficiency ‘energy audit’ means a systematic procedure with the purpose of obtaining adequate knowledge of the existing energy consumption profile of a building or group of buildings, an industrial or commercial operation or installation or a private or public service, identifying and quantifying cost-effective energy savings opportunities, and reporting the findings.
